Windows Server 2019, by default, allows without any RDS CALs. This is part of the "Remote Desktop for Administration" feature.
If you only need two users to access the server simultaneously, you can simply use the built-in Remote Desktop functionality:
Cloud providers like Azure or AWS often bake the RDS licensing costs into the monthly hourly rate, which can be cheaper than a large upfront capital expense.
Even with these third-party tools, you still need legitimate Windows Server licenses for the underlying operating system.
You can rely on the native, free two-concurrent connections without installing the RDS role.
If you truly cannot pay for RDS CALs, do not crack the software. Use a different technology stack.
